CELE, Derechos Digitales, Fundación Karisma, la Asociación para el Progreso de las Comunicaciones, la Asociación por los Derechos Civiles, and Centro de Tecnología y Sociedad de la Fundación Getulio Vargas prepresente donesday, October 28 before the Inter-America Commission on Human Rights in the hearing on Human Rights and the Internet in America. The hearing took place in Washington, during the 153th Period of Sessions.

Eduardo Bertoni, Director of CELE, highlighted at the beginning of the hearing the importance of the issue: “This is a moment in which there are obstacles in Latin America and the Caribbean to accessing new technologies and the Internet and this, without a doubt, makes the correct and full exercise of fundamental human rights more difficult.”

After, the organizations presented on privacy and surveillance; access to information by way of the Internet and copyright; discrimination in digital environments; and opportunities, challenges and threats with regard to freedom of expression on the Internet.

During the hearing, the representatives of the organization requested that the IACHR initiate a thematic study on the Internet and the promotion and protection of human rights; that it lay out standards for the interpretation of the Convention on Human Rights that would serve as a guide for the countries on Internet regulation; that it promote the issue in its monitoring and visits; and, in addition, that it introduce the issue in the OEA Council on Juridical and Political Affairs, with the goal of promoting the adoption of a resolution in the next General Assembly.

The annex (in Spanish) with the documents that the organizations presented before the IACHR is available here.
