Promoting Freedom of Expression in Latin America
Argentina has made significant progress in decriminalizing expression. However, in some Latin American countries criminal laws are still in force that affect freedom of expression and can generate irreparable abuses to freedom of the press. With the support of the Pan American Development Foundation (PADF), CELE is developing a research project that focuses on two areas: the decriminalization of expression and the ethics and self-regulation of the media.

As part of this project CELE will:
• Advise organizations in Honduras and Ecuador on the use of the Inter-American System for the   promotion and defense of the right to freedom of expression in the region.
• Research the process of decriminalization in Argentina in order to identify best practices.
• Evaluate the effectiveness of law 26.551 in preventing the criminalization of expression of public   interest.
• Compile information related to ethics codes and self-regulation.
• Develop seminars and activities to in order to disseminate the progress and results of the   project in the aforementioned areas.

Launching the Freedom of Expression in Internet Initiative (iLEI - Iniciativa por la Libertad de Expresión en Internet)
There is a growing body of international legal standards on the fundamental right to freedom of expression, including numerous decisions by international courts, as well as a plethora of statements from authoritative official international sources. Despite this, many of these standards are not properly taken into account when policymakers work with Internet regulations, particularly in Latin America.
To help remedy this issue, CELE established a program within the structure of the Center – the Freedom of Expression and Internet Initiative, in Spanish the “Iniciativa por la Libertad de Expresión en Internet” (iLEI) – to provide legal expertise and research to support those promoting Internet regulation.

iLEI will begin the initiative with the following activities in 2012:
• Produce legal analyses
• Publish opinion pieces in newspapers in the region
• Produce policy papers
• Participate in international fora related to freedom of expression and Internet and organize meetings or workshops in this area
