El Seminario explora las “restricciones indirectas”: desde la publicidad discriminatoria y la presión regulatoria hasta la despriorización algorítmica y la presión informal gubernamental. Mientras que las prohibiciones explícitas son fáciles de identificar, estas tácticas más sutiles operan a través de canales legales ordinarios y generan un profundo efecto inhibidor.

El debate analizará cómo estos mecanismos se manifiestan en América Latina, Estados Unidos, Europa y África, trazando los vacíos en las protecciones legales actuales y explorando cómo podría verse un estándar verdaderamente global de libertad de expresión en una era de regulación externalizada.
