With the presence of organizations and experts from Latin America, the second edition of the CELE workshop, “Towards better Internet regulation in Latin America” took place at the University of Palermo from October 20-22.

The activity, organized by the Initiative for Freedom of Expression on the Internet (iLEI) of CELE, was aimed at promoting spaces for dialogue and collaborative work between organizations, academics and activists from the region, with the goal of generating greater involvement of stakeholders in debates related to the Internet, its regulation and its relation to human rights in Latin America.

Regional experts and activists led the workshop’s various modules, which addressed: Internet governance (Carlos Cortés and Carolina Aguerre); communications privacy and security (Robert Guerra); net neutrality (Claudio Ruiz); intermediary responsibility (Eleonora Rabinovich); copyright and challenges of digitization (Hiram Meléndez Juarbe); computer-related crimes (Daniel Petrone) and the right to be forgotten (Carlos Cortés).

The conference, “Towards a reconceptualization of copyright II,” also took place in the framework of the workshop. Hirám Meléndez, professor and research at the University of Puerto Rico, was the principal presenter, and Claudio Ruiz (Executive Director of the NGO Derechos Digitales), Enrique Chaparro (President of Fundación Vía Libre) and Mónica Boretto (instructor in the Department of Philosophy and Literature at the University of Buenos Aires) also contributed comments.

This CELE-organized workshop, whose first edition took place last year, had the goal of converting the lessons learned into a useful instrument for advocacy activities, so that participants may encourage these debates and promote Internet policies that uphold human rights in their respective countries.
